SPECIAL SELECTBOARD MEETING

Present: Joel Clark-Chair, Steve Bourgeois, Cody Hemenway, Nicole Draper-Members, Brian Savage-Town Administrator, Christina Candels-Administrative Assistant, Joe Montagne-Pike Industries
- Call to Order
Mr. Clark called the meeting to order at 10:00 am.
- Agenda Review
Mr. Clark reviewed the agenda.
- Award the Bid for the 2024 Paving Contract
Mr. Clark reviewed the high way bid comparison written. The cold planning is what made the cost difference. Mr. Clark said next year they will put quantity/tons in the bid requests.
Mr. Bourgeois made a motion to award Pike Industries the 2024 Paving Contract, seconded by Mr. Hemenway. Motion carried.
Mr. Bourgeois asked if there is another way to request bids in the future. Mr. Montage said he has dropped off example RFPs from other Towns for examples to use in the future. Mr. Montagne said if everyone bids on the same quantity its very comparative. This eliminates companies bidding low tons to get contracts. Mr. Clark said next year they will have estimated quantiles on RFPs Mr. Montagne offered to assist with budget quotes if needed in the future for free.
Mr. Montagne said the Town of Swanton does have a clause in there for ACS escalation clause and suggests keeping that in the bids. Mr. Clark said that will stay in the past that has saved the Town considerable money.
Mr. Savage said the $30,000 grant submitted to the State of Vermont for the milling work needed on Woods Hill Rd. was denied. Mr. Savage will follow up to see why as the application he stated this was to protect the States infrastructure. Mr. Clark also suggested letting them know they would be able to take $15,000 less due to the lower amount from the approved bid.
Mr. Bourgeois discussed the land the State of Vermont is purchasing in the Southern Growth District. Mr. Bourgeois asked if Mr. Savage has found out any more information on Pilot funds for this. (payment in leu of taxes) Mr. Savage said the Listers Office is working on this.
Mr. Clark wanted to share with the Selectboard Members who were absent at the last meeting they have drafted a letter of agreement with Brian Rowell and Missisquoi Valley School District to swap land. This land swap gives the Town Garage needed land (that they are currently using) and the school district ownership of the land they currently have a road on as well as batting cage area. All parties agreed to pay their own legal fees for boundary adjustment. Mr. Savage said the Town can convey land but there is a process to follow and they will.
Mr. Hemenway thanked Mr. Bourgeois for his attendance at the May Abenaki Tribal Council meeting. Mr. Bourgeois said it was great very informative. Mr. Bourgeois said they are dedicated and have a great mission. Mr. Bourgeois & Mr. Hemenway said there will be a lot of opportunity to work together in the future.

MOTIONS FOR ENTERING EXECUTIVE SESSION
MOTION #1: I move that we find that we enter executive session for the Selectboard to receive
confidential contract & personnel information for which the premature disclosure of it to the
general public would clearly place the Selectboard & others at a substantial disadvantage. Roll
Call Vote on Motion.
MOTION #2: I move that based on our just made findings that premature disclosure would
place the Selectboard & others at a substantial disadvantage, we enter executive session. Roll
Call Vote on Motion.
