REGULAR MEETING

Tuesday, June 28, 2022

7:00 PM

PRESENT: Chris Leach, Trustee; Adam Paxman, Trustee; Eugene LaBombard, Trustee; Reginald Beliveau Jr., Village Manager; Dianne Day, Village Clerk; Ch. 16.

Unless otherwise noted, all motions carried unanimously.

  1. Call to Order:

Chris Leach, Village Trustee, called the meeting to order at 7:00 p.m.

  1. Pledge of Allegiance:

Everyone stood for the Pledge of Allegiance.

  1. Agenda Review:

Reg Beliveau, Village Manager, stated he needed an executive session to discuss a legal matter.

  1. Public Comment:

None.

  1. Approve and Accept Minutes from Monday, June 13, 2022 as presented:

Adam Paxman made the motion to approve and accept Minutes from Monday, June 13, 2022 as presented. Eugene LaBombard seconded. Discussion: None. Motion carried.

  1. Approve and Accept Village Warrants through Thursday, June 23, 2022:

Eugene LaBombard made the motion to approve and accept Village Warrants #56-#61 through Thursday, June 23, 2022 as presented. Adam Paxman seconded. Discussion: None. Motion carried.

  1. Any Other Necessary Business:

Reg Beliveau, Village Manager, said he received an update from Elisabeth Nance regarding the Hotel Riveria property on South River Street:

  • Phase II assessment is underway and is fully funded through NRPC. KAS has gathered building material samples that are currently at the lab for testing.  We expect lead and asbestos to be issues
  • The cleaning and removal of the UST and AST are scheduled for July 21st. The existence of the UST has not been confirmed so if it does not exist that will lower the cost
  • The final assessment report is due at the end of August. We are about ten days behind schedule so we are likely looking at mid-September but we’ll hope for earlier
  • NRPC has funding for clean-up; we will not have that cost until the final report as been issued. Per NRPC approval of funding should be pretty quick
  • Next steps include getting a dumpster and cleaning out the larger items so that we’ll be ready to move forward with clean-up/demolition once we’ve gotten the go-ahead

Reg also gave the board an update on the bridge and said they are having issues with the other end now. He said they did some welding but there isn’t much metal there to work with. He said they had bid openings today but not one company bid on the bridge repair job. He said they have reposted the ad along with McFarland and Johnson. He said this would be a quick two-week job for a company to come and do in between larger jobs. He said if they don’t get any bids again, they might just have to do the repair again themselves. He wondered if the grant money they received could be used to cover the Village doing it. Reg said the Village is hosting an electric lawn mower event on Thursday from 11 a.m. to 1 p.m. He said they had a good turnout for their EV car event and said it was the most attended event so far. He said the Chamber of Commerce is sponsoring the electric car chargers at the Village and said they’re not used that often.

Any Other Business: Adam Paxman stated the 4 dangerous trees were taken down in the Village Green last week and said he will meet with the tree warden and replant 4 new trees in the fall. He also urged people to slow down while driving.

Any Other Business: Chris Leach stated he wanted to compliment the highway crew for the great paving job done on Gallup Court. He also said he wants to pursue talking with the local school board members about having a school resource officer on the premises at the elementary schools. He said some local citizens are very concerned.

  1. Executive Session to Discuss Personnel:

Adam Paxman made the motion to enter Executive Session at 7:22 p.m. to discuss personnel and legal matters. Eugene LaBombard seconded. Motion carried.

Adam Paxman made the motion to exit Executive Session at 7:45 p.m. Eugene LaBombard seconded. Motion carried.

ACTION TAKEN: Adam Paxman made the motion to approve the appointment of Jason Cross as Fire Chief of the Swanton Village Fire Department effective August 2022. Eugene LaBombard seconded. Motion carried.

  1. Adjournment:

Eugene LaBombard made the motion to adjourn the Regular Board of the Trustees meeting at 7:46 p.m. Adam Paxman seconded. There being no further business at hand, Chris Leach, Village Trustee, adjourned the meeting at 7:46 p.m. Motion carried.
