PRESENT: Neal Speer, Village President; Chris Leach, Trustee; Adam Paxman, Trustee; Reginald Beliveau, Village Manager; Dianne Day, Village Clerk; and Ch. 16.
Unless otherwise noted, all motions carried unanimously.
1. Call to Order:
Neal Speer, Village President, welcomed all to the Special Board of Trustees meeting and called the meeting to order at 4:00 p.m.
2. Approve Request for Service Engineering Quotes for Rubber Bag Installation:
Reg Beliveau informed the Board that the Village of Swanton had sent an Engineering Request for Proposals letter out to three engineering companies. He said those companies are H.L. Turner Group out of Concord, NH; Gomez and Sullivan Engineers out of Utica, NY; and Kleinschmidt out of Pittsfield, ME. Reg stated his letter requested a lump sum quote for the oversight on the replacement of the existing rubber dam at the Highgate Falls Hydroelectric Plant. He stated whichever engineering firm the Village goes with they would have to report to FERC and also work with Pizzagali Construction. He said he thinks the Village will only need part time engineering services for this rubber bag replacement job. He also said H.L. Turner was around when the first rubber bag was installed and the other two engineering firms have worked for the Village on other projects as well.
Reg Beliveau said H.L. Turner’s quote is for $16,750; Kleinschmidt’s quote is for $16,900 and Gomez and Sullivan’s quote is for $29,900. Chris Leach stated he feels the Village has more history with H.L. Turner Group but also said Pizzagali has worked with Kleinschmidt. He said there is very little difference between those two companies and asked Reg who he felt more comfortable with.
Chris Leach made the motion to authorize the Village of Swanton to hire H.L. Turner Group, Inc. for Engineering Services for the Replacement of the Existing Pneumatic Bladder (Rubber Dam) at the Highgate Hydroelectric Plant for a sum of $16,750. Adam Paxman seconded. Discussion: Reg Beliveau stated he has worked with H.L. Turner Group for the majority of his time here and they know what to expect from each other. Motion carried.
3. Any Other Necessary Business:
Reg Beliveau, Village Manager, gave the Board a brief update on the Rubber Bag project.
4. Executive Session (If Necessary):
None.
5. Adjournment:
Adam Paxman made the motion to adjourn the Special Board of the Trustees meeting at 4:19 p.m. Chris Leach seconded. There being no further business at hand, Neal Speer, Village President, adjourned the meeting at 4:19 p.m. Motion carried.
