2024 REQUEST FOR PAVING BIDS

The Town of Swanton, Vermont is requesting bids for paving Town highways subject to the following terms:

ROADS TO BE PAVED:

1. TH 53 – Champlain Street (approx. 24 feet wide from Lakewood Dr. to Tabor Rd. and approx. 20 feet wide from Tabor Rd. to Homestead Rd. Total length approx. 1.22 miles)

• 1 1/2-inch Type 3 Overlay
• 1/2” Shim Type 4 prior to overlay

2. TH 10 – Church Road (approx. 21 feet wide by 1.17 miles long)               

•   1 ½ inch Type 3 Overlay

• ½” Shim Type 4 prior to overlay

 3. TH 72 – Leduc Drive (approx. 20 feet wide by .27 miles long)    

• 1 1/2-inch Type 3 Overlay
• ½” Shim Type 4 prior to overlay

  4. TH 71 –   Andy Avenue (approx. 21 feet wide by .25 miles long)

• 1 1/2-inch Type 3 Overlay
• ½” Shim Type 4 prior to overlay

   5. TH 3- Woods Hill Road (approx. 22.5 feet wide by .23 miles long beginning at Route 7.)

• 1 1/2 -inch Type 3 Overlay

   6. TH 31- Lord Road (approx. 22 feet wide by .66 miles long)

• 1 ½ - inch Type 3 Overlay
• ½” Shim Type 4 prior to overlay

ROADS TO BE COLD PLANED

1. Woods Hill Road to be cold planed prior to paving. Depth of planing to be approximately 2”. Full width of road to be planed and into shoulder as required for a smooth surface after placing new asphalt. All removed material shall be cleaned up and disposed of by the contractor.    

NOTES:

1. Work items to be awarded shall be based on funds available.
2. Bids shall be by work item with approximate tons required & cost per ton for paving. Cold planing shall be by lump sum.  
3. Tack coat shall be provided by contractor prior to new asphalt being placed.
4. Clean and sweep as necessary before asphalt is placed.
5. Thickness specified above is after compaction.
6. AC (Asphalt Cement) Price Adjustment – the contract price may be adjusted for AC increases above 5%.  As part of the bid, the baseline AC price shall be provided.
7. Paving to be scheduled no earlier than June 1, 2024 and completed no later than August 31, 2024. Early start possible with approval of Road Foreman. Order of work to be determined with Road Foreman.  
8. Bidders may recommend different Type #’s if appropriate subject to approval of Road Commissioner.
9. Site visit with Road Foreman highly recommended prior to placing bids.
10. Sealed bids due Friday, May 3, 2024 by 4:30 p.m.

SITE VISITS:

Before submitting a bid, please contact Swanton Road Foreman Kevin Lapan at 802-309-8300 to make an appointment for a site visit to each road, a description of the type of work, and paving to be done on each.

OTHER TERMS:

1. Contractors are required to have the appropriate equipment, experience & insurance for the work to be done. The successful Contractor shall be required to provide a Certificate of Insurance naming the Town and its employees as additional insured as well as proof of Workers Comp Insurance for its employees and any subcontractors hired for the paving project work. The award of the contract to a contractor to perform the work shall be made on technical merit, estimated time frame, and responsiveness to the scope of requirements listed above. Comparative cost estimates will be considered but will not be the sole basis for selection of the successful bidder.
2. The Town of Swanton reserves the right to reject any or all bids received, to negotiate with any qualified bidder, and to cancel in part or its entirety this Request for Bids if it determines that it is not in the best interest of the Town of Swanton. This solicitation in no way obligates the Town of Swanton to award a contract to any contractor responding to this Request for Bids.

      All proposals shall be due on Friday, May 3, 2024 at 4:30 p.m.in a sealed envelope by U.S. Mail, hand delivery, or parcel delivery to the address below. No emails or faxes will be accepted. Proposals must arrive at the Town Office Building by the deadline. Bids received after this

     deadline will not be accepted.
